House State Affairs Committee Chair Todd Hunter (R) rolled out a substitute bill for SB 2012 [which passed the Senate] in the House committee April 20, signaling that the House is likely leaning towards adopting a modified Performance Credit Mechanism (PCM) with “guardrails” to try to limit the overall cost to ratepayers.
