Gas utilities are facing increasing challenges to their rate base growth due to a host of policy factors. Backlash against the fuel is coming from climate hawks interested in rapid decarbonization. Starting in 2019 in Berkeley, California, since then nearly 100 cities and localities have adopted restrictions for new natural gas interconnections and momentum appears to be accelerating.
